THE GAWAD GALING POOK

OVERVIEW:

The Gantimpalang Panglingkod Pook or Gawad Galing Pook was launched in October 21, 1993 as the pioneering awards program on innovation and excellence in local governance.

It was a joint initiative of the Department of Interior and Local Government (through its Local Government Academy), the Ford Foundation, and other individual local governance advocates from the academe, civil society, and government. The Asian Institute of Management anchored the program until the Galing Pook Foundation was established in 1998 and a new Foundation Secretariat took over in 2001.

A total of 215 local governance programs were awarded in the annual search for outstanding and trailblazing local governance programs from 1994 to 2005.

The winners of the Gawad Galing Pook are chosen every year from a national search of local governance programs sifted though a multi-level rigorous screening process based on the criteria of positive socio-economic and environmental impact, promotion of people’s empowerment, transferability and sustainability, efficiency of program service delivery, and creative use of powers provided by the Local Government Code and other decentralization and local autonomy policies.

The Outstanding Local Governance Program Award is given to each of the top ten (10) program winners while the Trailblazing Program Award is given to each of the next ten (10) programs finalists.

Award for Continuing Excellence (ACE):
The ACE is awarded to past winners of the Top Ten Outstanding Local Governance Program Award. The Award for Continuing Excellence also requires that an awarded program has been sustained and improved on key impact areas of the Gawad Galing Pook selection criteria to the extent that it has developed a culture of excellence in their respective localities.

The President issued the directive in an impromptu speech during the inaugural rites of the country’s first state-of-the-art sanitary landfill at the covered court of the 35-hectare facility in Barangay Sta. Lourdes here.

Instructed to coordinate with Palawan Governor Joel Reyes and Puerto Princesa City Mayor Edward Hagedorn were Secretaries Hermogenes Ebdane Jr. of the Department of Public Works and Highways (DPWH), Leandro Mendoza of the Department of Transportation and Communication (DoTC), Ace Durano of the Department of Tourism and Presidential Chief of Staff Mike Defensor.

In her speech, the President approved the release of an initial P50 million to the DPWH for the construction of the Sabang Road, the only highway going in and out of the famous Underground River.

She instructed Durano to inspect the Sabang Road and make a report on how the national government could improve the tourism facility in the Underground River tourist spot.

“Kung hindi makakapunta ngayon si Secretary Durano, sinisiguro ko sa inyo na babalik siya dito para puntahan ang Sabang Road (I can assure you Secretary Durano would be back to check on Sabang Road),” she told residents and local officials of Barangay Sta. Lourdes.

The famous Underground River and the Tubbataha Reef (in the Kalayaan Group of Islands or Spratlys) are among the World Heritage sites and cited as great tourist destinations in the country because of their natural wonder.

The President tasked Secretary Mendoza to get the services of Louie Berger Consultancy, a United States-based consultancy firm to make a feasibility study for the modernization and conversion of the Palawan Airport into an international airport.

The same firm conducted feasibility studies on the Cagayan de Oro-Iligan master plan, especially its new international airport,

The Chief Executive ordered Mendoza to release P30 million for the repair and rehabilitation of the existing airport terminal.

She also instructed the Philippine National Police (PNP) to help Mayor Hagedorn, chairman of the Task Force Jueteng, in the ongoing campaign against the illegal numbers game.

PUERTO PRINCESA CITY (1 April) — President Gloria Macapagal-Arroyo tagged City Mayor Edward Hagedorn not only as the city's mayor but as "Mayor Pambansa" for the huge part the Mayor played in local government leadership and also in solving the jueteng problem in the country.

She said this in an informal speech delivered at a short program at the inauguration of the Puerto Princesa Sanitary Landfill at Bgy. Sta. Lourdes this morning.

The President said that the additional tasks of jueteng czar took the Mayor out of the city most of the time and this she said deserves special treatment.

The President said that she is helping the Mayor in return for the Mayor's help and acceptance as head of the Jueteng Task Force which has come up with the recommendations on "social amelioration" which her administration is taking seriously.

Part of the special treatment package of the President for the city is the immediate release of the P50 million for the improvement of the Bahile-Sabang national highway. The improvement of this stretch of the national highway will ease the land travel to the famous World Heritage Site of the St. Paul Subterranean River or the Underground River.

The President also ordered the release of P30 million for the rehabilitation of the Puerto Princesa City Airport Terminal. He ordered DOTC Secretary Leandro Mendoza to facilitate the release of funds to make the airport terminal at par with international standards for the incoming tourists visiting the province and the city.

For the long term, the President also instructed the DOTC Secretary to expedite the formulation of a masterplan for the airport which shall be submitted to the Asian Development Bank for possible funding.

In an interview, the DOTC Secretary said that his department will also look into the improvement of the Busuanga Airport in Northern Palawan which is also a top tourist destination in the province.

The President visited the city this morning to inaugurate the Puerto Princesa Sanitary Landfill complex and the Palawan North Road project, both funded and assisted by the Asian Development Bank. (PIA Palawan)

President Gloria Macapagal-Arroyo vowed that the government would devote much of its resources "to the prevention and control of serious crimes rather than taking the lives of those who commit them" as she signed into law today the bill scrapping the death penalty.

The President signed Republic Act No. 9346 or "An Act Prohibiting the Imposition of Death Penalty in the Philippines" this morning, a few hours after she was discharged from St. Luke’s Medical Center in Quezon City where she was rushed for medical checkup after suffering abdominal pains Thursday night.

"Today, in signing the abolition of the death penalty, we celebrate life in its most meaningful way, by gathering our institutions together to repeal the Death Penalty Law," the President said in her message during the signing ceremonies held at the Rizal Hall in Malacañang.

The President thanked Congress for the "enthusiasm in expressing the moral and spiritual force of the Filipino" in approving the bill repealing Republic Act 7659 or the Death Penalty Law.

She also thanked the Church "for the beacon of grace and discernment" that led to the passage of the law.

The President said when she meets Pope Benedict XVI in the Vatican next week, she would tell the Holy Father that the decision of the Philippine government to join 39 other nations in the world to scrap death penalty was "in the name of life for a world of peace and harmony."

The President, who leaves for Italy and Spain tomorrow morning, also assured those opposed to the abolition of the death penalty that the government would pour in most of its increasing resources to the prevention and control of heinous crimes.

"I allay the concerns of those who think that the abolition of the death penalty opens the floodgates to heinous acts. We shall devote, we shall continue to devote the increasing weight of our resources to the prevention and control of serious crimes, rather than take the lives of those who commit them," she said.

R.A. 9346 provides that the sentences of persons convicted to death shall be reduced to life imprisonment without parole.

The repeal of the Death Penalty Law will benefit some 1,000 death convicts.

Archbishop Fernando Filoni, Apostolic Nuncio to the Philippines and the Dean of the Diplomatic Corps, hailed the move of the Arroyo administration to scrap the capital punishment, saying "this (abolition) shows that the culture of life is alive and important."

Archbishop Filoni led the diplomatic corps in congratulating the President as they wished her well.

Also present in the signing ceremonies were the principal authors of the bill scrapping the death penalty, namely, Reps. Edcel Lagman, Salacnib Baterina and Rene Velarde, on the part of the House of Representatives, and Senators Francis Pangilinan and Juan Flavier from the Senate.

Members of the non-governmental organizations which lobbied in Congress for the abolition of the capital punishment were also around to witness the fruit of their labor. They included the Couples for Christ, National Interfaith Convention Committee, Coalition Against Death Penalty, Samahang Pamilya sa Death Row, Free Legal Assistance Group, and Isaiah Prison Ministry.
